To mark the return of the Spur Fes­ti­val, cur­rent­ly on at var­i­ous loca­tions around the city, I’ll be play­ing the record­ing of Build­ing Com­mu­ni­ty Wealth from Spur 2015. The best way to get some­thing done is to lead by exam­ple and in 1974 that is exact­ly what the small town of Dauphin, Man­i­to­ba did. In order to elim­i­nate pover­ty the city guar­an­teed a basic min­i­mum income for all its res­i­dents and for five years Dauphin was pover­ty free. But just like that with a change in provin­cial and fed­er­al gov­ern­ments, the Min­come” project was can­celled in 1979. Now, almost 40 years lat­er, coun­tries from the US to Switzer­land are won­der­ing if Dauphin was on to some­thing. Hugh Segal, polit­i­cal strate­gist and for­mer Con­ser­v­a­tive sen­a­tor, joins Eve­lyn For­get, econ­o­mist and pro­fes­sor in the depart­ment of com­mu­ni­ty health sci­ences at the Uni­ver­si­ty of Man­i­to­ba and Ed Schrey­er for a con­ver­sa­tion about the pol­i­tics and pos­si­bil­i­ties of over­com­ing pover­ty with a pol­i­cy that guar­an­tees a min­i­mum income for all.
